This paper examines what are the essential ingredients for an effective character education program, beginning with the theoretical foundation laid by Aristotle, and looking at various philosophies through time to MacIntrye's work in virtue. It further explores the theory and practice of character education according to Bennett, Lickona and Kohn, and reviews New York State standards and law concerning the regulation of Safe Schools Against Violence in Education Act (Project S.A.V.E.). It investigates how theory, programs and laws are interpreted and implemented in several upstate New York K--12 schools. It includes reflections on the process of creating the contents of a resource portfolio that is aligned with the ninth grade curriculum and text, World history. Connection to Today. Finally, it addresses how the resource portfolio will be evaluated and provides ideas for further work on an effective character education program.
