The viewpoint of United States policy makers on issues of collective security evolved during the decade 1939-1949, in response to internal debate as well as to external events and influences. A key issue was the basis of collective security strategy, with forces in favor of a regional approach contending with those supporting universalism. In 1945, the United Nations Charter established the universal consensus-based Security Council, but also provided for subordinate regional arrangements. A series of related policy decisions made use of the regional provisions of the UN Charter, culminating in 1949 with the North Atlantic Treaty. This transition to a regional strategy was facilitated by the availability of existing or adaptable regional concepts. The key step in the transition was recasting the primary purpose of regional organizations from intraregional security to responsibility for external threats.
