While property tax is widely used in U.S., it is an unknown or a mess in China. By doing a comprehensive research of property tax theory and its practice in U.S., the conclusion is reached that property tax reform will be helping China to ease her current residential housing market conflicts and prompt the effectiveness of local fiscal system. A general proposal of creating a standard property tax during the possession of residential property is given based on the knowledge generated from the research. The reform is expected to increase overall housing affordability, save local governments from potential fiscal insufficiency, and help the central government to fulfill the goal of macro regulation.
