The intent of this major project was to perform a preliminary evaluation of the effect of the Performance Management Program (PMP) on the communication processes between supervisors and employees at the Department of Foreign Affairs and International Trade Canada (DFAIT). The preliminary evaluation of the PMP's effect on communication examined how communication needs of employees and supervisors were being met by the PMP in the early stages of program implementation. The results of the project provide baseline data of the current levels of communication between supervisors and employees; an indication of the ability of the PMP to reach its goal of improved communication between employees and supervisors in the long term; and the barriers to full program implementation discovered over the course of the study.
