Research shows that China is currently a major destination for outsourcing but is still generally a developing country, in terms of technology, management, and quality systems. A variety of issues including cultural differences, business climate variability, and governmental restrictions, tend to further complicate the process of outsourcing and have implications on the quality of products received. Large, multinational corporations have historically relied upon investment and ownership, technology transfer, and patience to develop their supply base in China. Unfortunately, smaller firms do not generally have the resources to employ the same methods, and they may not be able to purchase from the multinational's dedicated supply base. A process is required that provides smaller firms considering outsourcing to China with a means to assess supplier quality capability and mitigate risks before contracts are awarded. Such a process is the product of this study.
