On January 23, 2003, Texas' Governor Rick Perry faxed a letter to all state institutions of higher education directing them to prepare for a reduction in appropriations for the remainder of the biennium and for future years. The reduction in state appropriations has forced community colleges to address the shortages in order to maintain pace with current student growth rates. How the colleges address the shortage is of interest and the rationale behind their decision should be examined. Another area of interest is the effects of those decisions upon the institution or the various constituency groups that are served by the college. Did the colleges selected course of action adversely impact student growth, or contact and credit hours taken? Also of interest were the various models utilized in making the decision. Specifically, two decision making theories---rational-choice theory and social choice theory were used to examine the process.
