In a culture, empowerment is attained by citizens who are able to make their own decisions. Individuals with intellectual disabilities find their power diminished by a lack of internal locus of control. Qualitative research designs, by focusing on participants' personal meanings, give voice to people who have been historically silenced or marginalized. The purpose of this single-subject case study is to examine the phenomenon of development of self-advocacy skills, and specifically to determine if characteristics or events can be identified that contribute to the formation of self-determination in an individual with cognitive disabilities. Interviews with parents, teachers and therapists, coded and examined for themes, triangulate with document analysis and non-participant observation of a young woman with moderate intellectual disabilities who excels in self-determinate ability. Resulting recommendations include age-appropriate practices, promoting personal responsibility, partnership between families and educational agencies, and support for families in moving towards full acceptance.
