This dissertation offers an explanation of authoritarian regime survival and the persistent autocracy problem in the Middle East. While almost all regions of the world have experienced transitions to democracy, the Middle East suffers from a perpetual democratic deficit. This study offers an explanation of the region's outward strategy of survival, within the context of existing works on Modernization Theory and the purported relationship between development and democracy.

I argue that in the Middle East, we find high indicators of modernization and a low degree of democracy. By contrast, Latin America has lower indicators of modernization but a higher degree of democracy. Hence, modernization cannot explain regime-type, change or persistence. To understand authoritarian regime survival, we need to study the international dimension, one that focuses on the strategic alliances of non-Western regions with the West. The democratic deficit in the Middle East is largely explained by its unique reciprocal relationship both with the West and the United States in the form of what I call "Strategic Western Alliance Building."

By offering cross-regional indicators of both Modernization and Strategic Alliance Building, the exceptionalism of the Middle East stands out. I find that the Middle East has high levels modernization despite its persistently high autocracy scores. However, when Strategic Alliance Variables are measured against degree of democracy, a negative relationship with democracy emerges. No other region compares to the Middle East in Strategic Western Alliance Building, which is a causal factor in the region's persistent authoritarianism.

This presents a paradox. Modernization Theory and its promoters expect that when developing regions follow the Western path to political and economic development, democracies will emerge. To the contrary, I suggest that the Middle East's close ties with the West in general and the United States in particular is largely responsible for the region's democratic lag.
