Damage of power transformers and other facilities of substations caused by recent destructive earthquakes, such as 1994 Northridge in the USA, 1995 Hyogoken-Nanbu in Japan, 1999 Izmit in Turkey, and 1999 Chi-Chi in Taiwan, highlighted the urgent needs for seismic risk assessment of electric power facilities and networks. This Ph.D. research focuses on employing real power system data for analyzing their seismic performance. The fragility information of bushings and transformers has been developed from shaking table tests as well as damage data from the 1994 Northridge earthquake. The fragility curves of power transformers with 50% and 100% enhancement were achieved by studying the testing results of bushing and transformer models with base isolation devices. The procedure of seismic performance evaluation for power systems has been developed and applied to the systems of LADWP and MLGW with the aid of Monte Carlo simulation, fragility information of the equipment and the computer code-IPFLOW. Seismic impacts of LADWP's power system on population, households and hospitals induced by probabilistic earthquake scenarios were evaluated over the entire service area. Finally, seismic risk curves of the LADWP power system were developed on the basis of 47 earthquake scenarios around the studied areas.
