Turkey, implementing a series of financial reforms beginning in 1980, has experienced two severe financial crises in 1994 and 2000--2001. This thesis analyzes the reasons behind the financial crises focusing on the monetary and fiscal management and the characteristics of capital inflows beginning in the late 1980s. It is concluded that the coexistence of several weaknesses in both the public and banking sectors prepared the ground for the crises and most importantly the timing of the Turkish financial liberalization was wrong given the macroeconomic instability and should be preceded by the establishment of a sound fiscal position. In addition, the thesis discusses the financial liberalization and the 1994 crisis in Mexico, which exhibit similarities with the latest financial crisis in Turkey, and includes an econometric analysis, which shows that the unfavorable conditions in the Turkish banking system were generally followed by the depreciation of the Turkish Lira during 1993--2001.
