The State of Oregon promoted the development of voluntary, locally organized watershed groups in the early to mid-1990s to provide local leadership in dealing with decreasing native salmon populations and other watershed health issues. Despite a dramatic increase in the number of watershed initiatives over the past 15 years, there is still uncertainty about how these initiatives influence private land management practices. The goal of this research was to better understand the critical factors that affect a landowner's decision to adopt watershed restoration practices and explore the role that watershed groups play in the decision-making process. A written questionnaire was mailed to 900 riparian landowners in five watersheds in Western Oregon (52% response rate; n = 446), and 80 face-to-face interviews were conducted with landowners that had varying amounts of familiarity with watershed groups.

520 $a Research findings revealed that personal land ethics, economic circumstances, and community discourse about watershed restoration are significant elements in a landowner's decision-making process. A landowner's moral responsibility to be a good land steward and concern for future generations were key factors for a substantial number of respondents. Friends, family, and neighbors were found to be the most trusted source of information for landowners when they made land and water management decisions. Survey responses highlight that landowner perspectives on land management, trusted sources of information, and preferred outreach methods vary by socio-economic, cultural, and land use characteristics. Interviews revealed that landowners have favorable views of watershed group activities and support the development of a 'sense of community' among watershed residents.
520 $a Watershed groups were found to play a strong role in promoting riparian restoration activities on private lands. The voluntary and non-regulatory nature of watershed groups limited the development of contentious relations and encouraged open communication among divergent stakeholders interested in watershed management. This has resulted in landowner willingness to conduct restoration projects on their property. These findings also highlight the importance of understanding landowner preferences and motivations in order to design outreach strategies. Watershed groups should consider using a streamlined assessment of target audience characteristics when they develop outreach programs to reach nonparticipating landowners. This dissertation includes my co-authored work with Dr. Richard D. Margerum (Chapter III).
