The Environmental Protection Agency developed a reinvention initiative, Project eXcellence and Leadership, to increase regulatory flexibility, improve environmental performance, increase technological innovations and involve stakeholders. A survey was conducted that focused on the stakeholder involvement process of Weyerhaeuser's Flint River Mill XL project. Stakeholders involved in the project were surveyed after the process was completed to assess how they interpreted the intent, objectives, methods and results of the project process. Air and water-related issues drew most general public stakeholder participation. The number of different environmental and technical issues were obstacles during the project. Communication among project participants was also an obstacle. Weyerhaeuser's already well-established relationship with its local community was vital to the XL stakeholder involvement process. Stakeholder satisfaction was high both during the discussion process and the implementation period.
