To assess the impact of U.S. Country-of-Origin Labeling (COOL) requirements on the North American beef industry, an equilibrium displacement model is developed. This model is based on a heterogeneous product assumption, enables simulation of the North American beef and cattle markets, and expressly includes scope for COOL requirements in the U.S. and Canadian beef sector. Results from the simulated policy scenarios suggest that COOL related activities will result in a decrease in live cattle prices, but increase in retail beef prices in both the Canadian and U.S. beef industries. Moreover, welfare analysis suggests that U.S. consumers, processors and producers will generally be worse off with COOL. Welfare analysis also suggests that Canadian consumers and producers will be worse off, and Canadian processors could be made better off. Finally, this thesis points out that different values of the elasticity of substitution will bring significantly different simulation results in the Canadian beef industry.
