The purpose of this study was to assess trust levels within and among the various organizational networks and levels of the Alabama Cooperative Extension System. The review of literature discusses the history of the Alabama Cooperative Extension System (ACES) and how the ACES history may have led to the development of trust issues in the organization. The value of organizational trust was linked to the classic leadership and management literature of Mary Parker Follett, Chester Barnard, Douglas McGregor, and Chris Argyris. Finally, contemporary literature related to trust was examined to begin to operationally define the concept of organizational trust, determine how to measure it, and develop measures to improve it.

The resulting trust measurement matrix was a survey instrument based on Butler's Trust Inventory and Cummings and Bromiley's Organizational Trust Inventory. The Instrument was mailed to the ACES field staff and supervisory hierarchy (n=285). One hundred seventy-four usable surveys were returned, recorded, and analyzed. The findings were consistent with the literature related to trust. Organization members had the highest trust for people with similar programming responsibilities and backgrounds. They had lower levels of trust for those with different programming responsibilities and the ACES administration.

There were a few statistically significant differences (alpha = .05) in the perceptions of the respondents based on their gender, their race, if they were a Regional Extension Agent (REAs) or County Extension Coordinator (CECs), or their position in the organization. The ratings of trust among broad program areas (Agriculture and Natural Resources (ANR), Family and Consumer Sciences (FCS), and 4-H Youth Developments) differed for CECs and REAs. CECs rated trust higher (2.63) than did REAs (2.48) (p =.001). Administrative Assistants rated the relationship among broad program areas significantly higher than ANR groups (p =.004) and the ACES administration (p = .049). The 4-H groups also rated the relationship significantly higher than the ANR groups (p =.027).
