Distributed learning is replacing distance and traditional education in organizations of higher learning because the technologies used to reach off-campus students are also being used to reach on-campus students, helping colleges streamline operations, and increase quality and consistency. Competent people must lead this effort, but what it takes to lead distributed learning was not known. This study followed an established competency research methodology that used an analysis and synthesis of literature to draft a list of potential competencies, competency descriptions, and outputs that may be associated with a job role and then uses a modified Delphi technique with an expert panel to refine and validate the list. The expert panel was made up of distributed learning leaders at public colleges in Minnesota (n=6) and Wisconsin (n=3). Results after three rounds indicated the importance of 72 competencies and 40 outputs. Interpersonal skills dominated occupying 10 of the top 20 competencies, indicating the importance of communication and relationship skills. Outputs within the role of change agent occupied 5 of the top 10 outputs, indicating the need for distributed learning leaders to influence and support changes in organizational behavior. Further research should be done on a larger scale with colleges that have adopted distributed learning as a strategic maneuver to determine the relevance of this research to distributed learning leaders in institutionally strategic positions.
