This dissertation proposes an expansionary role for the International Monetary Fund (IMF) in the area of banking. It counters many post-crisis criticism of the IMF; where many view the IMF as obsolete or in need of revamping.

Supporting reasons for the proactive role of the IMF in this area are: (i) banking poses a treat to the world monetary system, and the IMF acts as guardian; (ii) the IMF, given its universal membership can do better than other institutions when it comes to global adoption of policy; and (iii) membership of the IMF comprises governments not central banks.

The role of the IMF in the Asian financial crisis sheds some light on how the IMF could deal with future economic crises in banking. By employing its own mechanisms namely: Conditionality and Surveillance, the IMF can strengthen the global adherence to existing standards, via the soft law approach. Utilizing this approach, the IMF can avoid legal complications, since an amendment to its mandate is not necessitated.

This proposal views the necessary function of the lender of last resort in the global context, but suggests the IMF stop short of playing such role. And, it prefers the lender of last resort to be ambiguous for fear of impeding the market.
