The American system of public schooling was founded on the premise that such a system was necessary in order to inculcate in children the civic and democratic values necessary for the continued functioning of the United States. To this day most education philosophers suggest both that public schools are necessary to transmit these values to their students and that they are superior to private schools in this role. This work is an empirical test of the proposition that public schools are superior to private schools in the transmission of democratic values. Six democratic (or civic) values are analyzed: patriotism, tolerance, support for democratic norms, volunteerism, voting, and political knowledge. Public/private school attendance is operationalized seven different ways in an attempt to determine both the degree to which choice of measurement affects findings and the extent to which the effects of schooling are concentrated in a particular time period of schooling. I find that public schools do have a clear advantage both in inculcating patriotism and in getting students to register to vote. On the other hand, private schools have an advantage in teaching tolerance and support for democratic norms. Neither sector of schooling was found to have an advantage in terms of teaching political knowledge or encouraging volunteering. The findings here will be useful to anyone interested in studying school choice programs or the transmission of civic values.
