This study examines the accessibility to learning opportunities for federal government employees working in rural communities in Newfoundland and Labrador. The Major Project includes an introduction and a clear statement of the research question: What can we learn about e-learning to increase learning opportunities for knowledge workers within rural communities of the Newfoundland and Labrador Public Service? It describes the opportunity, contains a description of the Newfoundland and Labrador federal government organizational context, an outline of the significance of the project, and a systems analysis. A full literature review is included as well as an overview of the research methodology, including a description of the research methods, approach, participants, and ethical issues, and concludes with the project results and conclusions.
