Chapter 2 explains four paradigms of models of innovation and I give fundamental propositions from the R&D literature. It is characterized by detailed treatment of basic models and the construction of the contest model.

Chapters 3 to 5 analyze socially optimal R&D investment. In chapter 3, I analyze privately and socially optimal R&D investment in the nontournament model and compare the conclusions with those of the tournament one. In the tournament model, it is already known that the market R&D is socially excessive under Bertrand competition in the product market. I show that market R&D investment falls short of the socially optimal level in the nontournament one, and that both models give similar conclusions under Cournot competition. In chapter 4, I analyze cooperative and socially optimal R&D as well as noncooperative R&D. The problem was previously addressed only in a nontournament model. I analyze it in a tournament model to show that cooperative R&D could be better than noncooperative R&D when there are many researching firms. Chapter 5 examines an international R&D policy game between governments in a two-country tournament model. The problem was previously analyzed only in a nontournament model as well. In a tournament model, we show that it depends on the size of innovation if governments intervene or not, and whether or not the intervention is socially desirable.

Chapters 6 and 7 consider patent licensing in a tournament model. In chapter 6, I consider the welfare aspect of ex-post licensing. I show that, if an innovation is not drastically large and firms would not choose to license, then the legal right to license causes a socially inferior outcome. Chapter 7 analyzes ex-ante licensing when an innovation is anticipated in the future. I give a new concept of strategic non-licensing and the condition that it occurs.
