Under what conditions do religious political movements become moderate and cease to imperil pluralistic and competitive politics? This has been a question of paramount importance for understanding the prospects for democratic transition and consolidation in many countries with predominantly Muslim populations. This dissertation addresses this question and counter-intuitively argues that the participation of religious movements with dubious democratic credentials in competitive and pluralistic politics in fact tames their radical tendencies. It is not a coincidence that radical religious movements have never mustered public support for sustainable periods of time in any of the Muslim countries with competitive political systems. Religious movements respond to political incentives by developing centrist political platforms with broad mass appeal and avoid polarization. In contrast, religious radicalism is bred in authoritarian regimes.

520 $a The theory generated in this project further specifies two conditions that make the democratic evolution of religious movements under pluralistic and competitive systems possible. First, heavy majorities prefer moderate platforms and shun religious radicalism. The religious resurgence that has taken place in many Muslim countries does not necessarily translate into higher levels of public support for religious radicalism. Second, religious ideologies change over time as religious politicians learn from their experiences and observations. Islamic teachings and norms are flexible enough to allow for democratic interpretations. In particular, since the early 1990s, the spread of democratic ideals, the dismal performance of Islamism in power, and the state suppression of Islamists have made democratic procedures and ideas popular among Islamist cadres.
520 $a This dissertation employs a comparative research design to evaluate the theory of religious movement adaptation. It follows the logic of "most different cases approach" and analyzes religious politics in Iran and Turkey since the 1970s in four different time periods. The data for the project comes from both qualitative and quantitative sources. The qualitative data includes an ethnographic study of an ex-Islamic, center-right party in Turkey composed of dozens of in-depth interviews, the participant-observation of party activities, and electoral campaigning. In addition, a longitudinal data set of electoral, socioeconomic, and demographic variables in Turkey and a public opinion survey from Tehran, Iran, are utilized in the project.
