Rear Admiral Samuel Francis Du Pont was arguably the most prominent, experienced, and capable United States naval officer at the start of the Civil War. Yet by the time the war ended, Du Pont had been disgraced for failing to seize Charleston in an all-navy attack in April 1863. Du Pont's role in significantly improving the readiness of the navy in the decade before the war, and his noteworthy contributions to the service's initial operations in the nation's bloodiest conflict have been lost in the aftermath of the Charlston debacle. Illustrious colleagues such as David G. Farragut and David D. Porter have largely overshadowed Du Pont. In part, this study will redress this imbalance and demonstrate how Du Pont's reform measures and strategic insight helped to markedly improve the antebellum navy's ability to succeed in the Civil War using previously neglected sources.

520 $a Du Pont's passion for personnel reform in an organization where seniority was the key to advancement, consumed him during the antebellum years. He persistently advocated promotion based on merit. He achieved some success in this endeavor when he wrote and helped implement legislation that temporarily broke the promotion logjam for deserving officers. High government officials gave Du Pont many other important and sensitive tasks such as addressing the current state of the nation's defenses---a mission that Du Pont expanded into a thoughtful treatise on naval strategy---and important diplomatic assignments. Upon the outbreak of the Civil War, Du Pont helped draft a comprehensive theater strategic plan for the implementation of the successful Union blockade of Confederate ports. Finally, Du Pont commanded the largest fleet in United States history to that time and gave the Union one of its first victories with the stunning capture of Port Royal, South Carolina in November 1861.
