This dissertation examines the work of Hull House resident Grace Abbott and her work with the Immigrants' Protective League (IPL) of Chicago between 1908 and 1924. During those years, Abbott and the IPL, informed by daily interactions with European newcomers and established residents, infused discussions of American citizenship with a controversial discourse of social entitlement and government accountability. Immigration historians often discuss entry and exclusion without a fuller exploration of the ways immigrants contributed to social policy or the ways admissions affected the domestic scene. Abbott's unique perspective bridges the gap in such discussions by highlighting immigrants' contributions to reshaping social policy and American democratic ideals.

520 $a The IPL's social welfare efforts emerged from the work of the National Council of Jewish Women (NCJW) and the Women's Trade Union League (WTUL) of Chicago. The IPL blended the WTUL's discourse of industrial citizenship and the NCJW's protectionist agenda to develop a social welfare approach that acknowledged immigrants' share in the common wealth. Organizational annual reports, personal correspondence, and case records show the IPL's attempts to create broad-based social legislation including state regulation of employment agencies, health and housing reform, and the regulation of wages and hours in an era of limited government responsibility for human welfare. Abbott argued that the "internationalism" emerging in urban America could be harnessed to shape domestic initiatives and also to contribute to a lasting, global peace. Despite the LPL's initiatives to pull discussions away from entry concerns, restrictionists gained ground during the first decades of the twentieth century. With federal admissions quotas impending, Abbott shifted her efforts to child welfare. As director of the Children's Bureau, she continued her pointed critique of unregulated industrial capitalism. The chapters explore Abbott's motivations and ideologies, as well as the major influences contributing to her vision of a new political economy. This dissertation brings together important themes in immigration, social welfare and women's history to address historiographical and theoretical debates about the changing nature of the state at the turn of the century and the competing discourses of the Progressive Era.
