This dissertation seeks to explain the root causes of the uneven development of private secondary education in rich and poor China. Is regional variation in private secondary education performance entirely due to disparities in economic endowment, or do other factors, such as local governmental behavior and social context, also shape the uneven development? What are the relationships among these economic, political, and social factors? This dissertation explores these questions by examining three non-mutually exclusive hypotheses: (1) Economic: The share of private secondary education student enrollment as a percentage of total secondary school enrollments in China's provinces (the dependent variable) is positively correlated with provincial-level economic development (as measured by per capita GDP). (2) Political: Localities with supportive government regulations and responsive administrative offices for private education are more likely to have a larger share of private school enrollments. (3) Social: Localities with stronger norms and networks of civic engagement (i.e., higher levels of social capital) are more likely to have a larger share of private school enrollments.

520 $a The dissertation uses a hybrid methodological approach that combines multiple regression analysis of the economics of private secondary education at the national level with a comparative case-study examination of six private secondary schools---three in wealthy Zhejiang Province and three in poor Guizhou Province.
520 $a The dissertation concludes that a complex combination of economic, political, and social factors determines the performance of private secondary education. The factors, moreover, are integrated and interdependent. Economic privatization, economic development, public and private spending choices, local policy and governmental behavior, as well as disparate levels of norms and networks of civic engagement all play roles in shaping the uneven growth of private secondary education across China's regions. Among these, however, economic privatization emerges as the primary driver that influences the other determining factors, because it creates a multiplier effect through society that positively supports the development of private secondary schools.
