The survey instrument was constructed to collect data from a stratified proportionate random sample of 234 Colorado public high school guidance counselors. One hundred sixty-five of sampled counselors responded, providing a 70.5 percent return rate.

Ninety-six point four percent of counselors felt two-year colleges to be "excellent" or "good," 74.2 percent indicating their perceptions of community and junior colleges to have become more positive in the past five years. Three-fourths of counselors believed the quality of instruction and student support at two-year colleges to be equal or superior to the same functions at four-year institutions.

The following were determined to have significant relationships with counselor overall attitude regarding two-year colleges: perception of two-year college instructional quality, perception of how well two-year colleges prepare students to be well-rounded, use of college guides as two-year college information sources, number of high school graduates, percent of students advised to attend two-year colleges, and the college choice factors of faculty helpfulness and average student age.

Most counselors felt they strongly impacted students' college choice decisions, but were less influential in parents' college choice decisions regarding their children.

Finally, in comparing counselor perceptions of two-year colleges with those of high school seniors and their parents, counselors were found to have the most positive overall attitudes, followed by parents and seniors.
