The travel cost application is a nested logit model of choice between multiple sites and modes of fishing. In particular, the model links travel costs and fishing success rates to angler decisions of where to fish. Other travel cost models are discussed in the literature review.

Most data are from two surveys that were conducted in 1990. Several hundred Wisconsin anglers were asked to complete questionnaires about their sport fishing in Wisconsin. The names of the fishermen were selected from Wisconsin fishing license sales records. Thus biases associated with sampling by intercepting fishermen at fishing sites of interest were avoided. When intercept surveys are used, it is suspected that frequent participants in a fishery are over-sampled.

Beyond the use of a new data set, the study has the following major highlights. The study provides a new demonstration that it is possible to obtain value estimates from the travel cost modeling approach. A discrete choice contingent valuation model is also estimated. The advantages and limitations of using one or the other type of valuation model for various applications are reviewed in the context of the case study.

Data from the same consumers are used to value similar goods by the contingent valuation and travel cost methods. The models are used to estimate how these values would be different if there were selected changes in fishing regulations or fishing quality. There are limits to the comparability of the values from different models. Despite such limitations, values for similar goods were compared in order to try to learn whether they would be similar. For such comparisons, the results differed between models.
