The study reviewed air quality data on both sides of the border over a ten-year period from 1990 to 2000. The focus was on ozone, carbon monoxide and particulate matter in the Middle Rio Grande Valley and the Lower Rio Grande Valley regions. High event days and peaks were separated from the data for each year. The peaks data was compared to the population growth in the region and trended for growth versus concentration relationship. The goal was to determine the impact of Mexico on the U.S. and vice versa. A cluster analysis was conducted to determine predominant winds impacting the station during these days.

520 $a The results revealed that winds traveling from Mexico impact the MRGV 64% of the time and LRGV 44% of the time during high pollution event days. The winds traveled though Mexico for a minimum of 12 hours for the MRGV and about six hrs in the LRGV before returning back over the U.S. monitoring stations. The study also found that on a frequent basis on high event days the winds traveled into Mexico from the U.S. The breakdown for this travel into Mexico consisted of 36% for the LRGV and 56% from the MRGV.
