The South Korea designated the Incheon Free Economic Zone (Incheon Economic Zone) as its first Economic Zone to focus on attracting more Foreign Direct Investment and revitalizing its national economy in 2003. Since 2003, the relationship between the Capital Region Regulation (Regulation) and the investment improvement of the Incheon Economic Zone has been controversial. Some argue that the Regulation, which aims to promote balanced national economic development, has a negative impact on investment intentions in the Incheon Economic Zone. Other factions have asserted that the Regulation has few negative influences on the investment intentions in the Incheon Economic Zone. However, there have been mostly hypothetical disputes without tangible empirical research evidence. There is neither research data that explain the relationships between the Regulation and the investment intentions, nor research that explain the important factors and the relationship between the development factors and the investment intentions in the Incheon Economic Zone. The purpose of this study is to provide tangible research evidence on the research issues that are directly related to investment improvements in the Incheon Economic Zone. To answer the research questions posed in this study, a multi-method approach was employed: (1) conducting a survey to be analyzed quantitatively and (2) interviewing key figures to support or supplement the survey data.

Based on the empirical data in this research, some factors of the Regulation that influenced the investment intentions in the Incheon Economic Zone could be found and the relationship between these factors and the investment intentions were analyzed. In addition to that, other than the Regulation, other important factors that impacted the investment motivations in the Incheon Economic Zone were identified and the relationship between these factors and the investment intentions were also analyzed. Lastly, the gap in perception between investors and relevant organizations about the issues in the Incheon Economic Zone were examined. This study is important because it provides policy makers with the basic information that will help more business-friendly investment policies to be formed in South Korea. Suggestions are also made for future research in this important area of public policy.
