Government communications no longer simply inform the public. They are persuasive and they are strategic, meaning they must serve the goals of government, which are increasingly the goals of the ruling party. Despite the requirement of the Treasury Board Communication Policy that public servants remain neutral and non-partisan, public servants have been politicized in the cause of creating a public opinion environment that is friendly to the government's position.

The increasing loss of media autonomy over the news agenda and the blurring of the line between public servants and political staff will be illustrated through a case study of the government communications campaign for the same-sex marriage bill.
