Founded in 1967, the Naxalites take their strategic direction and tactical methods from Mao Zedong; their grievances are based on economic disparities and rights of agrarian laborers. With the increase in economic power and widening of the income gap in India over the past forty years, the Naxalites have increased armed resistance in rural India. How much of a threat do the Naxalites really pose to the stability of India and how have changing economic conditions affected the tactics and strategies of this insurgent group? This paper proposes to answer these questions, investigating in what ways the Naxalite strategy has changed to accommodate for their country's changing economic policies and demographics. More specifically, this thesis will compare aspects of India's economy in three periods--socialism from 1947 to 1980, mixed socialism and liberalism from 1981 to 1990, and liberal capitalism from 1991 to 2010--with trends in Naxalite strategy and tactics.

Economic factors appear to be indicative of Naxalite strategy and tactics. Given these three periods of Indian economic policies, it appears that Naxalite strategy and tactics have roughly corresponded with three waves: creation, disbandment, and unification. Among the tenets of Naxalism that have remained over time is that there is no alternative to armed struggle. Progressively, the Naxalites have taken their agrarian rebellion to guerrilla terrorism as well as rural insurgency. Though some communist factions, such as the CPI-(Marxist) entered India's political system and became an influential political force in West Bengal, the Naxalites of today have unified and are a growing threat to India's security.
