This bounded case study will examine the reasons that parents executed their school choice option and chose a small suburban alternative public school rather than their neighborhood elementary school as well as why they stayed even under confusing and difficult circumstances. The focus of the study is a small start-up school that initially planned to be a charter school. It was initiated by parents and facilitated by professional consultants. With encouragement from the district this school stayed under the district umbrella rather than become a charter school. The school, which was put together in a six-month period, experienced great turmoil and turnover. After six months in operation, school management was turned over to a young, charismatic leader who worked collaboratively with remaining parents and teachers to modify the vision and solidify the curriculum, which has now led to program and dramatic enrollment growth. This study includes a description of the school from inception through the beginning of the fourth year. Additionally, fifteen parents who were a part of the original parent group were interviewed to determine the reasons they chose to attend this school and why they stayed. This information provides the bulk of the research findings. Results of this study will be used to help elementary school systems make good policy decisions regarding when, where, and how to set up quality alternative educational programs that are able to meet parent and pupil needs and keep finances within the district. Both exit and retention interviews point to the necessity of clarity regarding the school's comprehensive vision and purpose. The study points out that essential to the retention of families is the need for the development of socio-emotional skills that will assist school personnel with the maintenance of a safe school environment and encourage students to think about others' needs.
