The purpose of this investigation was to describe and analyze the strategies used by three Higher Education Leaders in Puerto Rico in order to identify and delineate the competencies which a university graduating student should master to function within the Knowledge Society. The study also proposed to identify the transformations that are occurring inside their Institutions of Higher Education as well as explore the challenges faced by these educational leaders when implementing a strategic management model involving the different university constituencies in order to respond to the demands of the 21st century.

Information gathering for this multiple case study was conducted through in-depth interviews to the university leaders, focal groups consisting of selected professors, and document analysis. The information gathered underwent a process of triangulation for corroboration purposes. Results showed that participating universities continuously revised their offerings. Inner changes include revisions of how teaching is delivered, in some cases, and in others, adapting the university to market demands. There is greater flexibility when scheduling courses, thus attempting to adapt the university to societal demands. They are geared to making their offerings available "at every moment and in every place."

Salient amongst the most relevant challenges that must be overcome was faculty's resistance to change, which restricts the pace wherein desired changes can be implemented. The uncertainty generated by such quick-paced societal changes is felt by both the professors as the graduating student. To treat the graduating student as a client with demands that must be met by the professor, as a direct agent in the production of knowledge, changes the relationship between them, defying the professor's control and perspective of the role of the university in society. The professors must rise to the challenges of the times as facilitators of a knowledge that is continuously being reinvented and transformed into new knowledge. The global and the local settings coexist and are obligatory factors in the construction of the new university. Coalescing knowledge production with the competencies needed by the graduating student to function in the world of employment is another of the challenges faced by the strategic leader in their endeavor, as respectively envisaged.
