In the Internet era, the private lives of civil servants increasingly impact their professional and public images. When public employees place personal information on social media web sites, they run the risk of having that information used against them by the very public they serve. This dissertation explores the relatively new area of ethical expectations for public employees when they place personal information on the Internet during their off-work hours. The research explores the new role of the civil servant as a cybercitizen and how issues of privacy have changed as technology also changes.

This research uses narrative case analysis as the research methodology. The first step is to explore the web sites of high technology cities in order to determine if they have personal social media policies in place. This step revealed that many cities did not publish such a policy. The second step in the methodology is to examine the case of one city that created a personal blogging policy in response to a situation with an employee. The third step explores the elements that are necessary to create an effective personal social media policy. The findings of this research are used to create an overall personal social media policy for use by government organizations. The policy guidelines help both organizations and employees understand their ethical expectations when they place personal information on social media sites during non-work hours.
