This dissertation examines the challenges to implementing a peace accord following the signing of the document by examining the case of the southern Senegal secessionist movement in the Casamance region, the peace accord that was signed in 2004---after 22 years of hostilities---and the prospects for a peaceful future. The implementation of the peace accord is important for several reasons. The first reason is because implementation is the way in which both sides keep the key promises they made during the negotiation of the agreement. Implementation of the accord is also the way in which the leadership of each side or group can demonstrate to its constituency that the constituency was right to have faith in the authority of the leadership to negotiate on its behalf. The reinforcement of leadership legitimacy is a key element in preventing further hostilities, and ultimately, sustaining hard-won peace gains. Finally, and most importantly, implementation is what it takes to get from the promise of peace embodied in the accord to the reality of both sides working together to establish (or reestablish) the firm foundation for positive, peaceful coexistence.

520 $a The accord and the language contained therein---no matter how inspired---simply address the idea or the dream of peace. Implementation of the accord is what turns promises into concrete realities. In conflicts all around the world, different types of peace accords emerge. Some peace accords are clear, detailed, action-oriented roadmaps for the establishment (or re-establishment) of peaceful relations between two previously warring sides; some peace accords 'right wrongs', and, much like wills, clearly decree what should go to whom (land, goods, access to road and seaways, precise levels of financial and other investments, etc); and some peace accords simply mandate an end to hostilities, with an agreement to negotiate 'the details' at a future date. The 30 December 2004 peace accord signed between the Government of Senegal and the leadership of the Mouvement des Forces democratiques Casamancaises (MFDC) is a ceasefire agreement in which the MFDC agrees to disarm and contain the military wing of its organization, and the Government of Senegal agrees to curtail Senegalese army raids of known and suspected MFDC strongholds in the Casamance region. The apparent purpose of the ceasefire agreement is to end armed hostilities between the MFDC and the Government of Senegal, and to establish the basis for negotiations that will shape a more positive relationship between the Casamance region and the Government of Senegal going forward.
520 $a If the 30 December 2004 signing of the accord between the Government of Senegal and the MFDC is about the promise of peace, then the implementation of the accord and its attendant protocols is necessarily about justice. How can the collective sense of justice be addressed through implementation? If implementation is the vehicle that takes belligerents from paper peace to careful, considerate cooperation, where does justice fit in? To answer these questions, it is important to analyze the phases of the peace process, examine the factors that have hindered it thus far, and consider those factors that will help get the process back on track. This dissertation will consider the key elements necessary to get from ceasefire to the establishment of a sustainable peace culture.
