This qualitative evaluative case study explored the experiences of 18 pre- and post-child welfare stakeholders. This formative evaluation assessed the efficacy of privatization of child welfare using one-on-one interviews to capture descriptions of three stakeholder groups' experiences. Study results indicated that privatization of child welfare operated successfully in terms of increasing resources to improve the delivery of services for children and families. Interpretation of data through the three influences to the efficacy of child welfare (a) organizational culture, (b) structural changes, and (c) systems improvements concurred with participants' perceptions. Findings from the study suggested the program lacked support for leader and follower relationships. A study recommendation is to evaluate adults who were a part of child welfare for systems improvements.
