The intent of this qualitative, grounded theory study was to identify Cambodian cultural factors that inhibit or enhance Cambodian Americans' participation in leadership roles in the state of Washington, and to make recommendations for appropriate leadership development program. This study was grounded in structured interviews of eleven leaders of Cambodian American nonprofit, for profit, and faith-based organizations working in Pierce and King counties in the state of Washington. Data gathered were analyzed using qualitative, grounded theory fundamental data analytical tools. Primary inhibiting cultural factors for Cambodian Americans' participation in leadership roles included: (1) Cambodian traditional cultural characteristics, (2) lack of education, (3) lack of trust in authority, and (4) age as a determining factor for leadership selection. A secondary inhibiting cultural factor was the traditional roles of women as defined in the Cambodian society. Enhancing cultural factors for Cambodian Americans' participation in leadership roles included: (1) family values, (2) education, (3) age, and (4) influence of mainstream culture. The study provided important data that would be useful in designing and implementing effective leadership development program unique for this population. Leadership development effort needs to take into consideration the importance of (1) effective application of Cambodian and dominant American cultural values; (2) embracing diversity within the Cambodian American community; (3) understanding Cambodian and dominant American leadership paradigms; (4) developing theoretical understanding of organizational development, culture, and change; and (5) enhancing leadership skills and knowledge through personal goal of lifelong learning.
