Waste generation rates in North America have been steadily increasing while we continue to struggle to find new waste disposal capacity. Due to the complex and variable nature of municipal solid waste and the various evaluative criteria used in environmental impact assessment, it can be difficult to identify the optimal systems and sites for communities. Public resistance to waste facility site selection processes is ubiquitous and pervasive. As a result of these problems the research objectives of this study include providing a critical analysis of current waste management planning practice in Ontario, describing the connections between planning models, EIA and waste management, and examining whether planning theory can contribute to improved decision-making. An exploratory qualitative research design was employed, including a literature survey and a historical-comparative evaluation of Ontario's three waste EIA programs (municipal solid waste, hazardous waste and high-level nuclear waste). A case study of a municipal "waste management master plan" was then conducted using document analysis and key-informant interviews.

Theoretically, the link between waste management and planning theory is not well developed and this dissertation extends that literature. The study also found disciplinary differences in waste management practice. A number of weaknesses in current waste planning practice are identified, including significant political influence in decision-making, lack of fairness in public consultation, intimidating EIA documentation, inability to embrace new waste technologies, and lack of leadership in planning. The study also points out that the evaluation of planning program success is focused on quantitative performance and conformance to plan recommendations. This focus gives Ontario waste planning the appearance of failure due to the high cost, long time horizons and failure to implement disposal facility sites. The study concludes that while the participatory rational model is the modus operandi of waste planning in Ontario, incrementalism is defacto practiced by decision-makers who routinely ignore recommendations for greenfield landfills and waste-to-energy facilities. Removing the planning stigma of incrementalist decision-making by incorporating a more "communicative planning" approach may have tangible benefits to waste management.
