The purpose of this study is to determine the extent to which the educational reform reports issued in 1983 can be attributed to a unified set of interests that reflects those of a dominant class. The problem investigated developed out of the educational literature that failed to address the backgrounds and affiliations of the authors of reform, as well as their connections to the state, corporations and business, foundations and associations, universities and their institutes, and the social elite. Power structure research is employed to collect data and develop organization and interpersonal networks along with content, money flows, and media analyses. The data are interpreted from a Marxian instrumentalist perspective that views policy as influenced by a specific set of political and economic circumstances and ideologies.

The data gathered are consistent with a Marxian instrumentalist analysis. The results of the study indicate that educational policy in 1983 was constructed by a group of individuals who were largely affiliated with the power elite that was part of the governmental apparatus of the state. The educational reform reports serve as evidence of class struggle. To a considerable extent, the reports were designed to serve the interests of a dominant class.
