The first chapter considers the effects of gerrymandering on partisanship in the state legislature. I exploit the fact that the redistricting process in California has alternated between legislatively-drawn and panel-drawn districts since the mid-1960s. Using data at the state legislature level, I find evidence that legislatively-drawn districts have been, on average, less competitive than panel-drawn districts. Moreover, as districts become "safer" legislators tend to take more extreme positions on environmental and social issues, which leads to increased polarization.

The second chapter considers the distributional effects of a carbon price in the United States. We use the 2003 Consumer Expenditure Survey and emissions estimates from an input-output model based on the 1997 US economy to estimate the incidence of a price on carbon induced by a cap-and-trade program or carbon tax. We present results on how much different income groups would pay for a carbon price as well as which industries would see the largest increase in costs due to a carbon price. We illustrate the main determinant of the regressivity: consumption patterns for energy-intensive goods. We discuss policy options to offset the adverse distributional effects of a carbon emissions policy.

The third chapter studies the empirical pass-through of the value of an environmental amenity. The 1990 Clean Air Act Amendments caused a significant decrease in the concentration of suspended particulate matter (PM10), and economic theory suggests that these environmental improvements should be capitalized into housing values. This has distributional implications: if the increase in value due to cleaner air is fully passed forward to renters, renters may receive no net benefit from the regulations. Using instrumental variables, I find that the 1990 CAAA led to a significant increase in rental prices, but the effect is about half as large as that of owner-occupied housing values. Some of this difference is driven by income differences between renters and homeowners. Point estimates suggest that between 50% and 80% of the increase in value is passed on to renters in the form of higher rents. This suggests that landowners capture most of the benefits of the air quality regulations.
