This study focused on the how of leadership development and what leadership learning methods, techniques, and experiences were most effective in meeting the leadership development goals of the Strathcona County Indoor Recreation Services Branch. The action research project offered the potential for building capacity across the branch's full-time and part-time municipal staff. The establishment of a wider understanding and application of leadership abilities with leadership viewed from a positional perspective with associated functions as well as a shared influence process across the organization was taken. Adult learning needs and unique workplace learning methods relative to the application of knowledge to action contributed to the research focus. Outcomes allowed for the planning of strategies by learners, integrated with knowledge in literature, to meet their specific needs relative to leadership development. This research complied with Royal Roads University guidelines and requirements.
