Over the last decade, reports of police and citizen misconduct have continued to surface through mainstream media channels. This behavior is able to be displayed publicly because of the video footage either taken by televisions crews or by in-car video cameras. The in-car video camera is a relatively new form of technology for police organizations. As such, it has been suggested as a potential solution to combat the misconduct of both individual citizens as well as patrol officers.

Specifically, this research addressed the usefulness of in-car cameras with regard to the racial profiling problem. While cameras cars have become ubiquitous, there are no systematic empirical studies of camera car archives that can address questions such as why do officers behave this way when a camera records their behavior?

Data was collected from two suburban police departments that suffer hyper-segregation and that border a predominantly African-American community. Findings about officer compliance with organizational policies regarding camera and microphone use, the circumstances under which tapes are reviewed by supervisors, and forms of resistance by officers which can circumvent accountability are addressed. In addition, the usefulness of the in-car camera video to depict explicit profiling behavior is discussed.
