This study gives a general overview on how regional cooperation organizations generate regional development strategies. Particular emphasis is given to capacity building and regional learning in the context of the knowledge economy. The study examines the efforts of two relatively new cooperative, interregional organizations in the United States of America and the Federal Republic of Germany. The research explores the interface between public authorities, regional actors and educational/knowledge institutes and how these interactions help to promote regional strategic development planning. The study determines if regional interactions are in line with regional economic development theory and sustainable, long-term economic growth. The two example regions are examined via a documentary research and qualitative interviews embedded in a theoretical framework. The research is motivated by the increased emphasis in recent years for more regional collaboration in regional development efforts and the need for a better understanding of how things operate in EU relative to the US.
