Whether test forms can be assembled optimally to satisfy test specifications is decided, to a large extent, by the adequacy of item pools. Using a mixed integer programming technique, this study offers a general method to evaluate the adequacy of existing item pools. An overall evaluation of item pools and corresponding directions on how to improve the quality of item pools are provided.
