With the advent of containerization, ocean carriers have been required to control and operate large container fleets. The level of complexity has increased with the expansion and automation of the lines, the growth of the container fleets, the increasing utilization of leased containers, and the opportunities for equipment interchange among carriers.

The model for optimizing empty-container repositioning and leasing has been developed based on the construction of a dynamic transshipment network, which is resolved using two alternative linear programming algorithms. Three prototype programs written in Pascal (one to generate the network and one for each alternative algorithm) have been prepared to enable the application of the algorithms in real scale problems.

The manager of the shipping line is expected to apply the methodology prior to the departure of every vehicle (vessel, truck, train, or barge) from any location in the network (ports and inland terminals). The methodology provides a recommended strategy for that particular departure, which includes the number of empty units to be loaded aboard the departing vehicle, as well as the number of units to be leased, with time and location recommendations. These outputs are generated based on the demand, supply, schedule, revenue, and cost information for a planning horizon established by the user.

A case study is presented, in which the methodology is applied to an actual situation. The model was used to generate strategies for six consecutive departures from different ports of one of the vessels serving in the U.S. East Coast-Brazil trade. In a series of experiments, conducted to evaluate the sensitivity of the model to the major variables involved in empty-container management, consistent results were obtained.
