This dissertation analyzes the peace structure that began to develop during the 1970s disengagement talks between the Arab states and Israel and eventually culminated in the Oslo Declaration of Principles of 1993, and asks why it failed. Since 2000, when the peace process ended and the Al-Aqsa Intifada erupted, hundreds of authors have tried to explain the failure. Most employ traditional analytic approaches and adopt the narrative of one side or the other. The Israeli narrative has been dominant, both because the balance of power favored Israel and because many in the US administration---which was mediating the conflict---emphasized the Israeli version. The result was misguided policy decisions, which depended on the Israeli version, especially in the absence of a Palestinian counter-narrative. Whether made by Israel or the Bush administration, such decisions have had devastating effects on the management of the conflict and especially on the Palestinians. During the Intifada, more than 5000 Palestinians were killed, Palestinian institutions and infrastructure were crushed, and the leadership was boycotted and besieged. Unilateral Israeli decisions since the breakup of the regime have contributed to the Palestinians' current division. These decisions also led to the loss of innocent Israeli lives.

This dissertation offers an explanation which is not based on the balance of power, but rather on deconstructing that balance and showing how it became manifest in the lives of the two peoples. I hope that highlighting the real reasons for the failure may enable future political decision-makers to tackle them specifically.

The analytical model adopted and developed here approaches the settlement structure as a regime with a hegemon. Using three approaches of regime theory, I investigate the distributional consequences of the Oslo regime, showing how the lack of symmetry and equity crucially influenced the public's support for and opposition to their leaders.

Given my findings, I predict little change, if any, in the norms and the principles of the Oslo regime. Instead, based on regime theory, I call for monitoring mechanisms and sanctions so that future efforts to resolve the conflict will ensure symmetry and equity and thus lead to success.
