The purpose of this study is to determine which employment strategy, Work-First (Comparison group) or Training-First (Experimental group) was most effective in moving Welfare recipients into the workplace towards self-sufficiency. This study focused on the employment status and the economic wellbeing of 32 respondents three years after participating in the City of Long Beach's Welfare-to-Work program. Of the 32 respondents, 16 received the Experimental Treatment, and 16 received the Comparison Treatment.

520 $a The Training-First group experienced an average of 11 months more continuous employment than the Work-First group. The Training-First subjects earned an average wage of $4 .32 per hour more than the Work-First participants did. Not only do the results of this study tend to support the benefits of early intervention, they also suggest that continuing basic education and career counseling after employment might assist in moving people off the Welfare roles.
