More than 550,000 federal employees---almost 30% of the entire full-time permanent workforce---are expected to leave the government by 2012. The problem addressed in this qualitative case study was the need to understand the aging federal workforce and its effect on human capital. This study determined how the leaders of Air Force Base X (AFBX) [pseudonym] are addressing issues concerning the aging federal workforce. Data were collected using institutional records, interviews, and a researcher designed survey. General systems, open systems, and system thinking provided the theoretical frameworks for identifying systems archetypes. The participants included 118 federal employees and three military officers. An emergent strategy of thematic analysis was applied to combine, categorize, and code related patterns. Results indicated that AFBX leaders are managing human capital by initiating innovative and long-standing programs that: involve stakeholders; establish partnerships; build relationships; establish recruitment pipelines; invest in people; and perform long and short-range succession planning. However, the AFBX leaders are falling short in the areas of strategic alignment, knowledge management, and human capital accountability. The majority of federal employees in this study believed their leaders did not have a viable human capital strategy, and that their leaders are falling short in the areas of communication, talent management, and knowledge management. Recommendations were made to establish a central repository for human capital information, institute a scorecard system for measuring human capital programs, and encourage AFBX leaders to communicate and promote human capital strategies. The findings of the study could provide federal leaders with plans to better deal with the aging federal workforce phenomenon.
