Since the 1990s, urban unemployment has become a serious social problem in China. Research shows that the real urban unemployment reached 16 million in 1999 and nine percent of the total urban population was affected by unemployment. In response to the social problem of unemployment, the Chinese government established a special welfare employment program targeted toward the elderly, needy, and hard-to-employment group to serve the public welfare in the communities.

The purpose of this qualitative study was to examine the welfare employment program recipients' perspectives on employment and factors influencing their perspectives. Thirty-six participants in Beijing were interviewed. Grounded theory method was used to develop a conceptual framework on their perspectives.

The results of the study indicate that the participants had positive perspectives on their past employment. They lost their jobs involuntarily, but they believed in self-independence and had no intention to rely on the state. They had strong motivation toward work after job loss and relied heavily on informal social support in job searching and life management. The results also indicate that the participants were generally satisfied with the welfare employment, but dissatisfied with their income, status, and work task. They recognized the difference and felt the tension between the employment and welfare aspects of their positions. They were more likely to perceive the job as employment and perceived a different meaning of the program from the intent of the government. They perceived the job as "limited iron rice bowl", but they were not attached to the legacy of "iron rice bowl". In addition, this study shows that the participants had strong work motivation for the future, yet desired to stay in the program. Some of them were eager to retire.

This study shows that factors influencing the recipients' perspectives on employment included individual, family, program, and labor market factors. Based on the findings of the study, a possible model of the welfare employment recipients' perspectives and the influencing factors was tentatively established. The results generated policy implications for debate on the welfare employment program as well as research implications for future studies.
