為減緩全球暖化趨勢，世界各國除依據「京都議定書」致力溫室氣體減量，以期於2050年達成全球溫室氣體減量至少一半之目標。各國為因應此一趨勢，多配合提出減碳政策。歐美日各國之自來水事業為因應國際溫室氣體管理趨勢，多已開始著手建置自來水碳足跡，並檢討減碳效率。在我國環保署亦於100.6.2亦邀集相關單位討論各類水資源碳足跡排放係數之建置工作，顯示我國碳足跡評估工作已在起步。
