This dissertation evaluates two intervention programs for sex crimes against children and women in three essays. The first two essays focus on the Children's Advocacy Center program, a community-level innovation that is designed to improve the criminal justice processing of child sexual abuse cases as well as the service delivery to sexually abused children. Essay one uses the contingent valuation method to estimate the economic benefits that the Children's Advocacy Center program accrues to society. A representative sample of 600 residents from two adjacent counties in northern Alabama, Madison and Morgan were asked in a telephone survey about their willingness to pay for the Children's Advocacy Center program. Survey results indicate that a typical household in these two counties would be willing to pay

520 $a Essay two studies factors that affect the adoption of the Children's Advocacy Center program in a county and tests whether the program has reduced the incidence of child abuse. Regression results from the treatment effects model suggest that greater proportions of young and poor children, higher population density, better economic performance, and more educational resources increase the likelihood of having a Children's Advocacy Center program. Applying the fixed effects model to a longitudinal data set that covers 2,083 counties of 29 States for 2002 and 2003, I find that the Children's Advocacy Center program significantly reduced the incidence of child sexual abuse, but not physical abuse, neglect, or emotional abuse.
520 $a The third essay is concerned with sex offender registration programs, which are intended to monitor more closely convicted sex offenders, such as rapists after being released. Regression analysis of state-level panel data from 1970 to 2002 shows that registration programs have reduced the number of forcible rapes reported to the police per 100,000 population annually by 2.3 percent. There is also some weak evidence that these programs are associated with an increase in arrests made because of rape. Overall, research in this dissertation provides economic justifications for these two programs and adds important empirical evidence to the effect of these programs on sex crimes.
