As environmental planners work to produce safer and more inhabitable environments, they adopt new technologies to help them better characterize, analyze and synthesize data within a process focused on better recognition, more complete understanding and effective decision making. More systematic approaches introduced by planners such as McHarg, provided an opportunity for planners to integrate into the planning process computer technologies for gathering and analyzing data once thought to be too disparate to synthesize. These technologies, which have become collectively known as Geographic Information Systems (GIS), coupled with high speed and low cost computing, have enabled even the modest planner with tools once thought to be not possible. They have allowed the traditional planning study to reach unprecedented complexity and have greatly enhanced our understanding. However, the integration of these technologies in the over all planning process has been more goal directed than cognitive, and barriers still remain. Although planners now employ elaborate models, it could be argued that they are made operational within a planning process that is considered static by today's computational capabilities.

520 $a Powerful computers, fast algorithms, digital sensors, and advances in data modeling make it possible for real time response in data acquisition, processing, and decision support. Planning solutions can adopt real time states where models accommodate dynamic feedback mechanisms ensuring boundaries are not missed, targets are not over shot, and over correcting policy or regulation can be checked, calibrated and tuned. This logically leads to a less wasteful planning process and in theory a faster tracking to equilibrium.
520 $a The purpose of this study is to extend contemporary planning through the proactive use of modern technologies such as remote sensing, the Farsite fire modeling tool, and GIS. The planning model developed here integrates these technologies to produce an iterative and dynamic environmental planning process. This dynamic planning model tracks significant environmental changes, rates of change, and cumulative impacts through monitoring and feedback. Conditions for environmental disasters can be detected and proactively mitigated before sustainable barriers are breached. The dynamic planning model prescribes and constantly adjusts measures, which should help planners determine the correctness of their original targets and better facilitate reaching a state of environmental equilibrium or sustained environment.
520 $a The case study site is the Claremont Canyon in the East Bay Hills of the San Francisco Bay, an area with frequent hill fires. A method is developed to measure the sensitivity and effectiveness of a modeling tool, in this instance Farsite, and to determine its validity. The method analyzes the site to gain knowledge of landscape tolerance. Through a series of simulations, guidelines for best management are derived. These guidelines are then applied to historic data, mainly in the form of aerial photographs dating as far back as 1947, and the iterative dynamic planning process detects significant environmental changes. This detect provides the basis for producing optimum management measures and reducing the fire risk of the Hill area. The case study offers evidence that a dynamic planning process can effectively promote environmental equilibrium.
